Advise the State Authority on water management for the State, particularly concerning legislation, usage, development, restoration, management and supervision of water resources in a sustainable and optimal manner for the benefit of all parties and water resources;

Advise the State Authority on water resource policy and planning regarding, but not limited to, methods and measures to be taken to build, conserve and manage sustainable development, efficient usage and restoration of water resources for public purposes;

Build, implement and promote infrastructure projects for water resource purposes;

Regulate and control water transfer between basins or between states;

Develop and implement guidelines, performance standards, procedures and assessments related to management, usage, conservation and restoration of water resources;

Coordinate relationships of various agencies within the State and between states and promote cooperation and coordination for multi-functional water resource usage;

Adopt and implement any appropriate policies, plans and programs as directed by the State Authority.

Conduct surveys, carry out feasibility studies and collect information for the preparation of data systems and management plans as well as restoration of any water resources;

Formulate, approve and implement management and development plans for water resources and carry out any related work;

Advise and assist the State Authority in developing and drafting all laws, regulations and procedures with the aim of promoting or conserving the implementation of sustainable water resource management;

Regulate the issuance of licenses under the Enactment;

Formulate, collect and charge fees, charges, contribution levies as may be authorized by the authority in the usage, development and restoration of water resources.
